In an interview with Les Inspirations ÉCO, Khaled Hamadé, President of the International Institute for Geopolitical Studies (IIEG), explores the prospects for a new strategic partnership between Morocco and France, which he conceptualizes as the “Treaty of Balance – The Oath of the Two Shores.” Against a backdrop of growing fragmentation in the global order, he highlights Morocco’s role as a bridge power connecting Europe, Africa, the Atlantic and the Global South, supported by its stability, connectivity and multidirectional diplomacy. This vision of “resilience diplomacy” is built around four key areas of Franco-Moroccan cooperation: security and regional stability, energy and climate transition, technological innovation and artificial intelligence, and Euro-African co-development. Through this “Oath of the Two Shores,” Khaled Hamadé advocates a partnership model based on strategic complementarity and cooperation, designed to address the geopolitical challenges of the 21st century.
